TERRITORIAL DEVELOPMENT
The territory plays a central role in promoting economic development. In line with this fundamental assumption, ERVET is actively involved in designing, managing, implementing and assessing the policy of territorial and local authorities with a view to increasing competitiveness and promoting the attractiveness of Emilia-Romagna as an “investment-friendly” region. ERVET’s provision of technical assistance to the regional government in economic planning is based on a “negotiating approach” involving inter-sectoral, inter-institutional and international relations. The most important concrete results of ERVET’s activity in this field are:

  • Territorial and sectoral economic planning on an interregional, regional and local level
  • Dsign of methodologies and models for understanding and the territory’s characteristics
  • Drawing-up of reports on territorial analysis
  • Design and management of monitoring and evaluation methods suitable to the territorial and sectoral policies
  • Promotion and implementation of international networks and partnership agreements concerning territorial development
  • Participation into focus groups and public participation processes
  • Analysis and cartographic representation of territorial data through the Geographic Information System (GIS)
  • Communication and awareness-raising on territorial development issues.

SUSTAINABLE DEVELOPMENT
The awareness of the risks connected to climate change and a stronger focus on “green” businesses – along with a strong reliance on the potential of this new branch for economic turnaround – have boosted new interest in environmental issues. ERVET’s commitment to environmental and sustainable development themes mainly concerns territorial regeneration and environmental improvement through enforcement of the regional environmental policy, promotion and awareness-raising, and implementation of pilot projects, namely:

  • The development of regional strategies to spread the notion of sustainable production and consumption (PCS) in line with with the approach of other countries
  • The “sustainable management” of business areas and the collection and promotion of best practices in this field
  • The technical coordination of two national networks such as TANDEM (Environmental certification and public adimistration) and CARTESIO (sustainable cluster policy).

 

EUROPEAN UNION, TERRITORIAL COOPERATION AND INTERNATIONAL COOPERATION
Recent years have shown an increasing growth in globalization processes and in European cooperation policies. These policies are significantly affecting our Region, especially where there has always been strong attention and focus is on international cooperation. Here too, ERVET plays a central role in regional policies on cooperation, providing internationalization services, designing de-centralized cooperation projects, managing and monitoring territorial cooperation projects. ERVET also provides information on EU policies and funding opportunities through on-line tools such as the Europafacile and Fondi Europei 2007-2013 websites and through specially organized conferences and seminars. ERVET also provides Emilia-Romagna Regional Government technical support to the EU and international institutions and acts as a National Contact Point for the SEE transnational cooperation project.

KNOWLEDGE SOCIETY, WELFARE AND EMPLOYMENT
Knowledge, competence, skills and training: all of these are basic resources for workers wishing to boost their professional growth. Within this framework ERVET provides technical assistance to the policy of regional, territorial and local authorities in analyzing the citizens’ needs for knowledge, research and innovation, which are the keys to growth and competitiveness, and in finding successful ways to meet such needs. Increasing people’s knowledge is indeed the main avenue to the socio-economical development of our region in that it increases the quality standards on which labour policy is based and strengthens the relationships between universities, research centres, businesses, institutions, schools, and VET providers. ERVET also provides technical support to the information society and e-government policy with a view to favour the “digital” growth of all the groups of citizens of Emilia-Romagna. The concrete actions carried out by ERVET within this field include: analyzing the impact of structural funds through relevant evaluation, monitoring and controlling; monitoring the impact of the labour policy on current job shortage issues due to the economical crisis, the development of the regional tourism industry, the development of public e-government projects carried out within the Telematic Plan of Emilia Romagna.

COMPETITIVENESS OF ECONOMIC SYSTEMS
Globalization is one of the main factors underlying the crisis that is affecting the world economy – and consequently the national and regional economic systems. The Emilia-Romagna region is also being affected by this phenomenon due to its high concentration of manufacturing businesses. The challenge adapt is therefore the main objective of our regional policy, in line with the new “Europe 2020” EU strategy. Within this framework ERVET supports the regional policy addressing competitiveness in the manufacturing sector and advanced business services by providing technical assistance to regional funding programmes with special reference to the 2007-2013 ERDF “Regional competitiveness and employment” Operational Programme. This means that ERVET supports the Emilia-Romagna Regional Government in designing and monitoring funding measures suitable to the needs of businesses in Emilia Romagna. ERVET additionally acts as Emilia-Romagna’s advisory centre for state aid and financial engineering tools, such as venture capital funds, and public-private partnerships supporting joint-investments by businesses and local authorities.
